All of the DC 37 unions representing workers in the Administration for Children’s Services and the Department of Juvenile Justice, which are being merged, met on February 4 with John Mattingly who is now the Commissioner for both agencies. With the vote on December 3 by Local 1457, representing Juvenile Counselors, to merge with Local 371, Local 371 now represents the majority of workers in both agencies.
Mayor Bloomberg announced the merger of the two agencies in his State of the City address on January 20. At the February 4 meeting Mattingly called the process an “integration” which at this point will affect mostly administrative functions. He said that total integration, if it ever happens, would not occur until July 1 or thereafter and that savings might be achieved through the elimination of vacancies and through attrition. There are no plans for layoffs.
